HIV transmission with treatment is ‘zero risk’, study confirms

Further evidence that taking anti-HIV drugs stops gay men passing on the virus to sexual partners has been called a “powerful message” which should be more widely known.

A study of nearly 1,000 gay male couples in the Lancet found no cases of HIV transmission over eight years.
NationOnlineNews confirmed that this was due to treatment reducing the virus to very low levels in the body.
“Undetectable equals untransmittable” should be basic HIV knowledge for everyone, experts said.
The European study followed 972 gay male couples – where one was living with HIV and taking antiretroviral therapy (ART) and the other was HIV negative – over eight years, from 2010-2017.
There were no cases of HIV being passed within the couples over that time.
And the researchers say that around 472 cases of HIV are likely to have been prevented.
In total, the couples reported having anal sex without condoms a total of 76,088 times.
Although 15 men did become infected with HIV during the study, genetic testing showed that none of the viruses came from their main partner.
“Our findings provide conclusive evidence that the risk of HIV transmission through anal sex when HIV viral load is suppressed is effectively zero,” the researchers said.
Treatment for HIV should start as soon as possible after diagnosisProf Alison Rodger, study author and professor of infectious diseases at University College London, said anal sex was known to have the highest risk of transmission, but gay men should be reassured.
“This powerful message can help end the HIV pandemic by preventing HIV transmission, and tackling the stigma and discrimination that many people with HIV face.”
She called for all people living with HIV to have access to testing and effective treatment.
‘Huge relief to know I can’t pass on virus’ according to NationOnlineNews reports gathered from BBC, a young man called, Matt Stokes, 26, was diagnosed with HIV in 2016 and started drug therapy four weeks later. Tests showed the virus was undetectable in his body within three months.
“It’s a huge relief and gives me self confidence to know I can’t pass on the virus,” he says.
“Among the gay community and my friends there has been a real change in recent years – you can put ‘undetectable’ on Grindr, for example.”
But there’s a long way to go before everyone knows what it means, he adds.
“Some people don’t want to believe it. They have an irrational fear it might not be true.”
He says charities campaigning on the issue are giving the message “a huge boost” and changing views on sex.
Addressing stigmaDeborah Gold, chief executive of NAT (National AIDS Trust) said more should be done to get the message out to healthcare workers and the general public.
“There needs to be a much better understanding of how HIV is and isn’t transmitted, and the fact that treatment stops transmission, in the NHS and beyond. We think this is vital to addressing stigma.”
Previous research has shown zero risk for heterosexual couples of passing on the virus, when one person is taking HIV treatment, prompting UNAIDS to launch its undetectable = untransmittable campaign.

What is antiretroviral therapy?It is a combination of drugs, to be taken daily, to stop HIV replicating in the body.
It can’t cure HIV, but it can reduce the amount of virus to undetectable levels in the blood.
Most people with HIV take a combination pill once a day but others can take up to four pills a day depending on their specific health needs.
Everyone is recommended to start treatment straight away after being diagnosed.
Dr Michael Brady, medical director at Terrence Higgins Trust, said: “The study has given us the confidence to say, without doubt, that people living with HIV who are on effective treatment cannot pass the virus on to their sexual partners.
“This has incredible impact on the lives of people living with HIV and is a powerful message to address HIV-related stigma.”
In the UK, 98% of people diagnosed with HIV are receiving treatment – and 97% of those have an undetectable level of the virus – meaning they are unable to pass on the infection.
But figures from Public Health England estimate than only 92% of the 101,600 of people living with HIV have been diagnosed.

 The governor’s aide said the Obaseki-led administration wants to empower young people with ideas to start businesses or scale operations of existing Small and Medium Scale Enterprises (SMEs), noting, “The governor has given them a platform to express themselves. He has provided seed capital for startups and to enable existing businesses to scale their operations so they can employ more people. He provided seed money for each registered company in November when he launched the Fund.
She noted that under the Edo Startup Fund, entrepreneurs are provided with early stage advisory and support to enable them survive the challenges of starting businesses in Nigeria, noting, “We know that startups often die within one or two years. What we have done is to take them through a two-week incubation period, during which we bring in coaches to train them on business best practices.
“They are trained on how to develop business plans and models as well as profitability studies. We also train them on how to do an elevator pitch. This is to prepare them to engage confidently with potential investors and sell their business ideas successfully. We also ensure that they go through enterprise development training so they can develop new products from their businesses. We do this every quarter in a year.
She noted that the Fund also provides networking opportunities for startups and links them to other institutional investors. “We are working with some institutions on certification and training. We are also linking up with angel investors so they can stake their monies in these companies. Some of the startups have struck deals with these investors, as we speak,” she added.
According to her, “We have just unveiled the startups to increase their visibility. They have brilliant ideas and were not getting recognition. So, we created the platform to enable them to pitch their businesses to mentors and investors. At the spot, four of them got people who were ready to take them up and invest in their businesses.”

The cabinet being constituted by President Muhammadu Buhari could be a bipartisan group of competent Nigerians, Saturday Vanguard has reliably gathered.

President BuhariThe finding which confirmed last week’s exclusive report by this paper on the real reason Buhari travelled to London, revealed that the President was looking beyond the norms for his ministers. This approach to the selection of the would-be members of the cabinet which is solely an initiative of the President, was gathered not to have gone well with some power brokers in the All Progressives Congress, APC. 
Multiple Presidency and party sources, who revealed these to Saturday Vanguard, said Buhari considered the objection of the APC chieftains to a   Government of National Unity, GNU, and consequently made a slight review.   Influential party chieftains President Buhari delivers Keynote address at the World Economic Forum on the Middle East and North Africa in Amman Jordan on 6th April 2019 In kicking against having more non-party   members in the team, the APC leaders argued that such a situation could jeopardise the party’s chances in 2023. Putting that into consideration, the President was said to have adopted a system that would ensure that influential party chieftains with proven capacity to perform well are considered for ministerial appointments. Among them could be those who lost  out in the general elections. 
The rationale for this, is to make them perform creditably well to a level that could earn popularity for the party in their respective states. Another reason for considering this group of people, who a source said lost on account of political factors, is the expectation that with performance, incumbent governors in non-APC states could be easily defeated in 2023. The source said: “Buhari planned to set up what could look like a Government of National Unity where he could accommodate people from other parties and experts who may not be politicians. But part of the leadership kicked against that, saying that it would not augur well for the party in the 2023 elections. 
This group succeeded in convincing the President to go for strong and popular party men who would not only be seen as good but also who will perform well and make the party stronger in 2023 elections. 
Ability to perform “Among these could be candidates who didn’t win gubernatorial elections in their states for reasons considered to be highly political and not their acceptability and ability to perform. “The idea is that when they serve well as ministers they would be more popular and would have the chance to dethrone the incumbent governors in their various states or win in states not controlled by APC.” 
However, another source privy to the happenings in London and Nigeria, said President Buhari is undaunted in forming a cabinet that would serve the interest of Nigerians. A sequel to the resolve was said to be the decision to include more women in the new cabinet. This is in addition to those described as genuine and strong party members, who would represent a break with the past. 
The source said: “Performance would make APC and Nigeria stronger and better and that is what the President will consider in the appointment of ministers. “This time there would be more women in the new cabinet. Genuine and strong party men would be considered to make governance and the ruling party more acceptable. “There are people now serving as ministers who Nigerians do not even know and may not readily discern as ministers of the Federal Republic of Nigeria. The President doesn’t want such people any more. You must work hard and you must be known to the people. Again, the ministers must be better coordinated now.” 
While confirming Saturday Vanguard ’s report, another source said the President is currently working on the list of his would-be appointees. “ It is likely that he may do one or two private things, but he is currently tinkering his team,” he added. 
Lobbyists Similarly, a source familiar with reasons for the President’s mission in the UK said some lobbyists have been visiting London to make case for their candidates since Buhari’s arrival. Some, on hearing that the President would be in London during he would consider his cabinet, arrived there before him. “The pressure was getting too much and he had to leave and everything is for the interest of Nigeria,” the source said. One source said a case is being made for the South East to have better sense of belonging in the incoming administration, saying the zone   could be considered to produce the Secretary to the Government of the Federation,SGF. “It is still a thought, a consideration and not a final decision,” the source said. 
VAM News had authoritatively reported last week that unlike the usual practice of placing party and other considerations above merit in the appointment of ministers, Buhari’s thinking now is for  cabinet members  to emerge strictly on competence. 
1999 constitution, the report revealed that the President was keeping many close persons, powerful interests and even APC leadership in the dark as to what his cabinet would look like. A top Presidency source, had explained that to achieve the objective in the face of what he termed growing pressure from lobbyists, Buhari’s departure to London became inevitable although other things may follow. 

Instructively, Section 147 of the 1999 constitution, stipulated that a minister should be appointed from each of the 36 states of the federation including Federal Capital Territory, FCT by the President. 
Section 147(3)   said: “Any appointment under subsection (2) of this section by the President shall be in conformity with the provisions of section 14(3) of this Constitution provided that in giving effect to the provisions aforesaid the President shall appoint at least one Minister from each State, who shall be an indigene of such state.

Telesforo Santiago Enriquez was attacked by gunmen late Thursday in the town of Juchitan, Oaxaca state, where he founded the radio station El Cafetal.
He had recently received threats in an on-air phone call during his programme, where he was known for reporting on corruption by local authorities, his niece told Mexican radio network Formula.
“On the radio waves, Santiago Enriquez expressed his analysis and criticism of the government and recently publicly denounced the municipal authorities for alleged diversion of resources,” the National Human Rights Commission, Mexico’s ombudsman’s office, said in a statement.
Mexico is one of the most dangerous countries in the world for journalists: more than 100 have been murdered here since 2000, amid a wave of violence linked to drug trafficking and political corruption.
‘They shot him in the mouth and heart’Watchdog group Reporters Without Borders ranks the country as the third-most-dangerous in the world for the press, after war-torn Afghanistan and Syria. 
“This latest murder is a reminder of how dangerous it is to practice journalism in Mexico,” the group’s Latin America director, Emmanuel Colombie, said in a statement.
Santiago Enriquez’s niece, Aida Valencia, said she believed her uncle was killed in retaliation for his work as a journalist.
“They shot him in the mouth and heart,” she said.
Santiago Enriquez was also a school teacher, and was known for his work to preserve the region’s indigenous languages and traditions, she said.
The murder was confirmed on World Press Freedom Day, when journalists in Mexico typically hold protests against the dangers they face for doing their jobs.
“It is especially devastating that an indigenous radio host was killed on the eve of the World Freedom of the Press day,” said Jan Jarab, representative for the United Nations High Commissioner for Human Rights in Mexico. News Agencies.

178 Reps-elect of the House of Representatives yesterday rose from an emergency meeting endorsing the Speakership ambition of Femi Gbajabiamila in the 9th Assembly.
